Under CF3's by-law the members are the corporation, so a governance document is shown to members before it binds them. Read each draft here, then write to the board before it votes. The documents actually in force are on the public register.
These are drafts. A governance document takes effect only when the board approves it by resolution. Until then it binds nobody, may change in any respect, and should not be quoted as CF3 policy. See what is in force.
